It is a disputed borderland that India and Pakistan have fought over for more than three-quarters of a century, making it one of the world\u2019s most strife-torn and militarized zones. It is a Bollywood cinematographer\u2019s alpine dream, its fabled beauty and trauma providing grist for tales of love, longing and war.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Since 2019, when the government of Prime Minister Narendra Modi of India tightened its grip on the Indian-controlled part of Kashmir, promising security and economic development, it has become a tourist hot spot drawing millions of visitors a year. In the government\u2019s narrative of progress, Kashmir is a shining success.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The region\u2019s people have their own story to tell. It is one of festering alienation \u2014 magnified by <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/22\/world\/asia\/kashmir-terrorist-attack.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">last week\u2019s horrific terrorist attack in Kashmir<\/a> \u2014 after years of living under the watchful eyes of security forces while being deprived of many democratic rights.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Indian troops have launched an aggressive, widespread hunt for the killers that feels like collective punishment to many in the Muslim-majority region. The authorities have <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/30\/world\/asia\/india-muslims-detentions-demolitions.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">detained thousands of Kashmiris<\/a> for questioning and demolished the homes of at least 10 people accused in the attack.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe are treated as suspects,\u201d said Sheikh Aamir, a lawyer in northern Kashmir. \u201cWhenever something happens, they punish us all.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">India has said that the terrorist attack, which killed 26 innocent people near the town of Pahalgam, has \u201ccross-border linkages,\u201d <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/29\/world\/asia\/india-pakistan-kashmir-terrorism.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">implying the involvement of its neighbor Pakistan<\/a>. Officials in Pakistan, who deny any role in the attack, said on Wednesday that they had detected signs that India was preparing to take retaliatory military action.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">India has not commented on its military planning, but Mr. Modi has condemned the attackers and promised to \u201craze\u201d terrorist safe havens. Airstrikes by India along the border, or even an incursion into Pakistani territory, is possible, analysts said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">These developments have spread fear among Kashmiris, many of whom had already felt isolated from the rest of India as right-wing Hindus have vilified them and painted them as aggressors.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Since the terrorist attack \u2014 in which all but one of those killed were Hindu tourists \u2014 Hindu nationalists, including officials in Mr. Modi\u2019s party, have used the assault to expand their demonization of Muslims. That has included attacking or <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/30\/world\/asia\/india-muslims-detentions-demolitions.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">harassing Kashmiri students<\/a> studying in other parts of the country. Many said they had huddled in their rooms in panic.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe attack on Kashmir has quickly become a mass Islamophobia,\u201d said Rohan Gunaratna, an expert on international terrorism.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Before the massacre, Kashmir had been in a period of relative calm since the Indian government brought the region under its direct control, removing the semi-autonomy guaranteed to Kashmir in India\u2019s Constitution and moving in thousands of troops.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But as the Indian government claimed that it had brought normalcy to the region, some Kashmiris expressed anger at what they called false propaganda.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Normalcy in Kashmir has always been \u201csuperficial and deceptive,\u201d said Sumantra Bose, a political scientist and author who has studied Kashmir. He described life in the region as a \u201creal-life hybrid of Orwellian and Kafkaesque.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Primarily driven by local grievances, an insurgency in the Indian-administered part of Kashmir began in the 1980s, with Pakistan eventually supporting and harboring some groups, experts say. Attacks by militant groups often targeted Hindus, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/06\/03\/world\/asia\/india-kashmir-hindu-pandits-attacks.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">forcing an exodus<\/a> of the minority community from Kashmir.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The idea pushed by insurgent outfits \u2014 that Kashmir should be an independent state or join with Pakistan \u2014 has faded as Kashmiris have largely given up the idea of separatism.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Militancy has been \u201creplaced by a deep alienation of the Kashmiri polity,\u201d said Siddiq Wahid, a professor of humanities and social sciences at Shiv Nadar University near Delhi.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The disaffection, coupled with brutish armed forces who show little mercy for innocent Kashmiris in their search for violent ones, could make it easier for new militant groups to emerge, analysts said. It could also impel disgruntled Kashmiris to look away from militant activities, the analysts said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cVillagers just have to turn their heads away and not report at all,\u201d said Mr. Gunaratna, the terrorism expert. \u201cSo they close their eyes.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">An outcry that followed Indian troops\u2019 <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2016\/07\/17\/world\/asia\/how-killing-of-prominent-separatist-set-off-turmoil-in-kashmir.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">killing of the young leader of a banned Islamist outfit<\/a> in 2016 offered clues that there could be \u201cpassive support\u201d for militancy, Mr. Gunaratna said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But the Indian government became complacent because \u201cthey bought into their own hubris,\u201d he said. Less than three weeks before the attack near Pahalgam, Amit Shah, India\u2019s minister for home affairs, said that the Modi government had \u201ccrippled\u201d the \u201centire terror ecosystem nurtured by elements against our country\u201d in Kashmir.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The attack was a monumental security lapse for a government that had heavily promoted Kashmir as a dream destination for tourists, thinking that \u201cmilitants would not attack tourists because they are so integral to the local economy,\u201d Mr. Gunaratna said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">About 10 million people live on the Indian side of Kashmir, roughly 90 percent of whom are Muslim, according to India\u2019s 2011 census. It is the country\u2019s only Muslim-majority region.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">India and Pakistan lay claim to all of Kashmir, but each controls only part of it. They have fought multiple wars over the land.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-8\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">India\u2019s defensive stance has meant the continuous presence of military and paramilitary troops in Kashmir who have effectively turned the region into a police state.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Analysts say there could be as many as 500,000 Indian troops in Kashmir. The armed forces have often used excessive force to flush out Kashmiri militants. Thousands of innocent Kashmiris have died during demolitions and shootouts. Others have been abducted, disappeared or killed in \u201cencounters,\u201d or extrajudicial killings. Government estimates put the number of deaths at 45,000, but human rights groups say it is much higher.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-9\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Terrorism-related deaths have fallen sharply over the past 25 years, according to data from the South Asia Terrorism Portal. Militant attacks in Kashmir and firing along the disputed border have gone from headlines to footnotes.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-10\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">But the ingredients for the return of more pronounced terrorism in Kashmir have been building in the past few years, according to analysts. The Modi government\u2019s tactics, including the revocation of the region\u2019s limited autonomy, have caused resentment in the community.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">New land laws enacted after 2019 allowed nonresidents to purchase property in Kashmir for the first time in decades. Although the government said the laws were intended to increase investment, many Kashmiris saw them as an attempt to change the region\u2019s demography.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There has also been an increase in censorship, including the liberal use of laws to prevent public gatherings or other events in the name of public safety.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Kashmir has become a popular tourist destination for Indians because of its famous lakes and boat rides, and also because it has been such a core part of India\u2019s political identity for so long.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But in outsiders\u2019 portrayals and photographs of Kashmir, the local people have been pushed nearly out of the frame, said Ashiq Husain, a resident of Pahalgam. \u201cPeople have been used as mere backdrops,\u201d he added.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-11\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">After last week\u2019s terrorist attack, the real Kashmiris came into view, said Mr. Aamir, the lawyer in northern Kashmir.
