{"id":48429,"date":"2025-05-02T17:44:02","date_gmt":"2025-05-02T21:44:02","guid":{"rendered":"https:\/\/newssprinters.com\/index.php\/world\/trump-labels-haitis-powerful-gangs-as-terrorists\/02\/05\/2025\/"},"modified":"2025-05-02T17:44:02","modified_gmt":"2025-05-02T21:44:02","slug":"trump-labels-haitis-powerful-gangs-as-terrorists","status":"publish","type":"post","link":"https:\/\/newssprinters.com\/index.php\/world\/trump-labels-haitis-powerful-gangs-as-terrorists\/02\/05\/2025\/","title":{"rendered":"Trump Labels Haiti\u2019s Powerful Gangs as Terrorists"},"content":{"rendered":"<p>\n<\/p>\n<div data-testid=\"companionColumn-0\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">A powerful alliance of armed gangs that has plunged Haiti into violence and launched attacks against state institutions was <a class=\"css-yywogo\" href=\"https:\/\/www.state.gov\/designation-of-viv-ansanm-and-gran-grif\/\" title=\"\" rel=\"noopener\" target=\"_blank\">designated<\/a> on Friday as a terrorist group by the Trump administration.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The move is likely to worsen an already dire humanitarian crisis in Haiti, experts said, since gangs control much of the country\u2019s economy and infrastructure, including ports and major roads, and extort businesses and the local population.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">President Trump\u2019s designation gives the U.S. broad power to impose economic penalties on the criminal groups, and potentially even to take military action. But it also allows sanctions to be imposed on anyone whom the United States accuses of having dealings with the gangs.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThe age of impunity for those supporting violence in Haiti is over,\u2019\u2019 Secretary of State Marco Rubio said in a <a class=\"css-yywogo\" href=\"https:\/\/x.com\/SecRubio\/status\/1918379860780630366?s=08\" title=\"\" rel=\"noopener\" target=\"_blank\">social media post.<\/a><\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Depending on how it is enforced, the declaration could end nearly all trade with Haiti, some experts say, since virtually no goods can move in or out of the capital, Port-au-Prince, without the payment of fees to the gangs, which control much of the city.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The coalition of gangs, called Viv Ansanm \u2014 \u201cLiving Together\u201d in Haitian Creole \u2014 formed in 2023 and pledged to protect civilians, but then immediately launched attacks against <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/01\/06\/world\/americas\/haiti-gang-massacres-murders-instability.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">communities<\/a>, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/03\/03\/world\/americas\/haiti-prison-escape-gangs.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">prisons<\/a>, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/15\/us\/haiti-hospital-fire-usaid.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">hospitals<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/05\/03\/world\/americas\/haiti-police-gangs-port-au-prince.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">police stations<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The gangs also forced former Prime Minister Ariel Henry to <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/25\/world\/americas\/haiti-council-gangs-henry.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">resign<\/a> after he could not return to the country because of security concerns.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Some gangs, which under Mr. Trump\u2019s designation are now considered transnational terrorist organizations, have spread beyond Haiti, establishing <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/30\/us\/haiti-gangs-guns-smuggling.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">gun smuggling ties<\/a> to Florida and the Dominican Republic.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The terrorist declaration also targeted the Gran Grif gang, whose stronghold is in the Artibonite department, a key agricultural region north of the capital that is considered Haiti\u2019s bread basket. The gang is accused of perpetrating <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/10\/07\/world\/americas\/haiti-gang-massacre-pont-sonde.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">a horrific massacre<\/a> last year that left more than 100 people dead.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Haitian private sector businesses, including port operators, bus company owners and cellphone providers are all obligated to pay fees to gangs, experts say. That could potentially expose them up to U.S. sanctions.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Many charities and relief agencies also must work with gangs who have seized the neighborhoods where they operate.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhat about a church or N.G.O. that feeds a 13-year-old child who is gang affiliated?\u201d said Brian A. Nichols, who served in the Biden administration as the U.S. Assistant Secretary of State for the Western Hemisphere. \u201cI\u2019m loathe to criticize any effort to help Haiti but this designation is unlikely to harm the gangs. It is more likely to cause ancillary damage.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In Haiti, some asked what the terror label might mean for kidnapping victims and their families who are forced to pay ransoms.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cKidnap victims have no choice but to pay the gangs. What should they do?\u201d said Marie Lucie Bonhomme, a prominent Haitian journalist and radio host whose husband was kidnapped for two months in 2023. \u201cThey have to pay a ransom to free their loved ones. Everyone knows, the police and the government know.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Still, some experts said they doubted that the U.S. government would apply sanctions so broadly.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A U.S. State Department spokeswoman did not immediately respond to a request for comment.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Trump and his aides might see their move as a \u201cnecessary measure to try and basically raise the cost so high that people will stop doing business with armed groups,\u201d said Jake Johnston, a senior research associate at the Center for Economic and Policy Research.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But historically, he added, that\u2019s not what happens. \u201cYou just push people further and further into illicit markets and illicit economies.<em class=\"css-2fg4z9 e1gzwzxm0\">\u201d<\/em><\/p>\n<p class=\"css-at9mc1 evys1bk0\">Development banks, donors, aid agencies, importers, exporters, remittance companies and even foreign embassies are \u201cgoing to have to consider all of their transactions in a way that they wouldn\u2019t before,\u201d Mr. Johnson said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Life for Haitians could get even worse, experts said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Food and fuel, already in short supply and expensive, could become scarcer if truck drivers do not pay tolls to gangs who control roads.
