The process, underway since 2018, now has a legal framework enabling Indigenous councils to function as official local governments.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThis puts Colombia in the lead when it comes to recognizing Indigenous rights \u2014 not just to land, but to identity, autonomy, and decision-making over their own development,\u201d said Mayu Velasco Anderson, head of the Peru and Colombia program at nongovernmental organization Rainforest Foundation Norway.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Patricia Su\u00e1rez, Indigenous leader and adviser to the National Organization of Indigenous Peoples of the Colombian Amazon, called the presidential decree \u201chistoric.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cWe have been seeking recognition of our autonomy and self-determination as Indigenous Territorial Entities for over 30 years,\u201d Su\u00e1rez said. \u201cThis progress is a milestone in the consolidation of the rights of Indigenous Peoples as autonomous governments.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In contrast, other Latin American countries typically only grant land titles. Brazil, for example, has <a href=\"https:\/\/apnews.com\/article\/brazil-amazon-indigenous-climate-lula-95ad8bb0cfb43007470a20897001af81\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:extensive Indigenous territories;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">extensive Indigenous territories<\/a> that frequently intersect multiple municipalities, forcing communities to navigate conflicting public systems and undermining their self-governance.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cIn Brazil, even demarcated and regularized Indigenous lands fall under the administrative boundaries of states and municipalities, and communities depend on these governments to access public policies,\u201d said In\u00e9s Luna Maira, head of institutional partnerships at Rainforest Foundation Norway. \u201cThey have to deal with a patchwork of public systems and elected officials that don\u2019t reflect Indigenous governance.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Suriname, home to some of the most intact forests and Indigenous and Maroon communities, lags furthest behind other nations in the region on this issue.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Colombia&#8217;s new framework gives Indigenous groups direct authority over their territories, streamlining governance and boosting protections for forests that are critical to combating <a href=\"https:\/\/apnews.com\/hub\/climate-change\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:climate change;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">climate change<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Julia Urrunaga, director of Peru Programs at the nonprofit Environmental Investigation Agency welcomed the move and expressed hope that her country would follow Colombia\u2019s example.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cWe celebrate this victory for the Indigenous Peoples of Colombia,\u201d she said. \u201cSadly, the Peruvian government has been walking in the opposite direction \u2014 passing laws that affect Indigenous rights without prior consultation, which goes against Peru\u2019s own constitution.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Urrunaga pointed to what environmental activists have dubbed <a href=\"https:\/\/apnews.com\/article\/peru-forest-amendment-indigenous-law-constitutional-court-deforestation-6e67fa5298ba45eabece3471e1bbf793\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Peru\u00b4s \u201cAnti-Forest Law,&quot;;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Peru\u00b4s \u201cAnti-Forest Law,&#8221;<\/a> which activists say legalizes illegal deforestation in Indigenous territories, and to the government\u2019s promotion of palm oil plantations over Amazonian forest.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cPeru\u2019s Indigenous Peoples are still struggling to receive recognition of their ancestral territories,\u201d she said. \u201cAnd even when they obtain it, they don\u2019t get the support they deserve from the state to protect their land and forests for the benefit of all humanity.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">___<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Associated Press\u2019 climate and environmental coverage receives financial support from multiple private foundations.
