Can I be back in some minutes?\u201d<em class=\"css-2fg4z9 e1gzwzxm0\"> <\/em>On the other end of the phone was Emmanuel Macron, the French president, calling directly. He could wait, it seemed.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cYeah, please. Thank you, thank you, Emmanuel! OK, great, great. Bye-bye,\u201d Mr. Zelensky continued, before hanging up and telling the journalists that he talks to Mr. Macron nearly every day.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">That call, according to interviews with 11 people who have worked closely with either Mr. Macron or Mr. Zelensky, reflected a genuine bond between the two leaders, marked by mutual respect, trust and personal regard. That connection, many of those people say, is built on the bedrock of one common interest \u2014 defending Ukraine\u2019s sovereignty and deflecting further Russian encroachment.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The people interviewed were present at critical points since the two men met. And they offer a portrait of a relationship that goes beyond a strategic partnership over the war between Russia and Ukraine.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cThey have a rare relationship of trust and accountability,\u201d said Alice Rufo, the director general for international relations and strategy at the French defense ministry and who was Mr. Macron\u2019s deputy diplomatic adviser until 2022.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The French president \u2014 <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/05\/09\/world\/europe\/four-european-countries-visit-ukraine.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">who arrived Saturday morning in Kyiv<\/a>, Ukraine\u2019s capital, with three other European leaders \u2014 considers Mr. Zelensky a courageous leader who embodies Ukrainian resistance, is straightforward and is decisive, several of the people interviewed said. And Mr. Zelensky, who often calls Mr. Macron by his first name during speeches, considers Mr. Macron as someone who keeps his word, will advocate for Kyiv\u2019s interests and help him navigate difficult relationships with foreign leaders like President Trump, they said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The men no longer go through formal diplomatic channels, but pick up the phone and call each other directly \u2014 on secure lines, WhatsApp and Signal. Their conversations often have agendas, but they sometimes ring each other to check on something or sound off an idea. Occasionally, like after a Russian missile struck Mr. Zelensky\u2019s hometown, Kryvyi Rih, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/04\/09\/world\/europe\/ukraine-kryvyi-ri-attack.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">killing 19 people and transforming a playground into a macabre morgue<\/a>, Mr. Macron calls simply out of concern and friendship.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">During Mr. Zelensky\u2019s campaign for office, Mr. Macron welcomed the comedian turned politician to the \u00c9lys\u00e9e Palace in Paris \u2014 a rare invitation for any candidate, let alone a relatively unknown and untried one. That helped Mr. Zelensky gain credibility at home. Soon after, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/04\/21\/world\/europe\/Volodymyr-Zelensky-ukraine-elections.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Mr. Zelensky was elected president in a surprise landslide vote in April 2019<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cHe was really grateful for the visible support from an established figure, a G7 head of state,\u201d said Vadym Prystaiko, a former foreign affairs minister under Mr. Zelensky.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Macron was interested in Mr. Zelensky\u2019s campaign to unite his country, bring it closer to Europe and end the war with Russia, which began with the illegal annexation of Crimea in 2014. And from the start, he liked the Ukrainian\u2019s direct and energetic style, which echoed his own. They were both 41 \u2014 born only a month apart.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cMacron liked the story of Zelensky, the unexpected president, because Macron was the unexpected president as well,\u201d said Nathalie Loiseau, a former foreign affairs minister under Mr. Macron. \u201cThey were both underdogs people hadn\u2019t bet on.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Zelensky\u2019s first state visit as the newly elected Ukrainian president was to Paris in June 2019. Later that year, he returned for <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/12\/09\/world\/europe\/putin-zelensky-paris-ukraine.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">his first \u2014 and only \u2014 direct talks with President Vladimir V. Putin of Russia over the war between their countries<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">At the time, Mr. Macron himself was trying to find a diplomatic solution to the conflict between Russia and Ukraine. He spoke regularly with Mr. Putin, welcomed him several times to France and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/02\/07\/world\/europe\/macron-heads-to-moscow-aiming-for-a-de-escalation.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">visited Moscow in February 2022<\/a>, only weeks before Russia\u2019s full-scale invasion of Ukraine began, believing until the last moment that he could dissuade the Russian president from attacking.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Even after the invasion, Mr. Macron kept in contact with Mr. Putin. His emphasis on the need for Russian security and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/06\/04\/world\/europe\/ukraine-macron-russia-izium.html?searchResultPosition=3\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">avoiding humiliation<\/a> of Russia, however, drew criticism from many European colleagues and Ukrainians, who saw it as na\u00efve and overly empathetic toward the aggressor.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Ukrainian troops transformed \u201cMacron\u201d into a Ukrainian verb meaning lots of talk, little action. And while Mr. Zelensky thanked France for humanitarian and diplomatic support, he and other top Ukrainian officials <a class=\"css-yywogo\" href=\"https:\/\/www.leparisien.fr\/international\/presidentielle-volodymyr-zelensky-invite-marine-le-pen-a-admettre-quelle-sest-trompee-sur-la-russie-20-04-2022-SDKQC6OQDFCI5LEPRS4ATON4OU.php?ts=1746379965817\" title=\"\" rel=\"noopener\" target=\"_blank\">expressed frustration<\/a> over the slow pace of French weapons deliveries.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">That period was a low point in the relationship between Mr. Zelensky and Mr. Macron, said Rym Momtaz, an expert in French foreign policy at the Carnegie Endowment for International Peace, who has traveled regularly with Mr. Macron for a book she is writing on the changing world order.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Then, four months into the war, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2022\/06\/16\/world\/europe\/zelensky-macron-sholz-ukraine.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">Mr. Macron went to Kyiv<\/a> and visited the shattered suburb of Irpin. <\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThat was the moment I witnessed their relationship change,\u201d Ms. Loiseau said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">He came out of a long one-on-one meeting with Mr. Zelensky, she recounted. \u201cMacron told me, \u2018We are so lucky to have someone like him,\u2019\u201d she said. \u201c\u2018We can work with him. We must bet on him. It\u2019s worth it.\u2019\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Macron stopped talking to Mr. Putin after Ukrainian soldiers liberated Bucha and discovered <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2022\/04\/11\/world\/europe\/bucha-terror.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">the massacre there<\/a>. Speaking to the newspaper <a class=\"css-yywogo\" href=\"https:\/\/www.lefigaro.fr\/international\/volodymyr-zelensky-au-figaro-si-poutine-gagne-cette-guerre-il-recommencera-la-meme-chose-ailleurs-20230208\" title=\"\" rel=\"noopener\" target=\"_blank\">Le Figaro<\/a> in early 2023, Mr. Zelensky said of Mr. Macron: \u201cI think he\u2019s changed. And he\u2019s changed for real this time.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In May 2023, Mr. Macron said in a speech in Bratislava, Slovakia, that he had not listened enough to longtime warnings from Eastern European countries about Russia\u2019s expansionist aims, and he called for Western countries to offer security guarantees to Ukraine. Many analysts saw this as a major shift in the French president\u2019s policy, closing the door on Russia and throwing his full weight into defending Ukraine.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-6\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cEver since then, the relationship with Zelensky has been improving and deepening,\u201d Ms. Momtaz said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Some of the people interviewed who are close to the French president said they regretted that France had not delivered more military equipment or direct aid to Kyiv. But they believe Mr. Macron has proved his value to Mr. Zelensky by bringing the Ukrainian leader together with other leaders \u2014 including Mr. Trump, who had just secured re-election to office, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/07\/world\/europe\/trump-notre-dame-reopening-paris.html?smid=url-share\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">in December at the reopening of Notre-Dame Cathedral<\/a> \u2014 and by introducing taboo concepts in addressing the war.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">For example, in February 2024, at a meeting in Paris about the war, Mr. Macron <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/02\/26\/world\/europe\/europe-ukraine-support-meeting.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">floated the idea of Europe putting troops in Ukraine<\/a> to secure a cease-fire. The pushback was almost unanimous at the time. Now, more than a year later, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/03\/world\/europe\/europe-ukraine-russia.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">detailed discussions of the makeup and support of that force are continuing<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cMacron\u2019s utility for Zelensky isn\u2019t that he\u2019s just a buddy who sympathizes with him and does what he can to help. We\u2019re in a war, we\u2019re not in an emotional relationship,\u201d said Catherine Colonna, another former French foreign minister. \u201cFrance helps, but it also serves a great deal to put ideas on the table, to make the breach, to pave the way.\u201d<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-7\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Since Mr. Trump\u2019s return to power in Washington, Mr. Macron has proved to be an important conduit and translator between the American president and Mr. Zelensky.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">After Mr. Zelensky\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/03\/01\/us\/politics\/zelensky-showdown-trump.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">disastrous February visit to the White House<\/a>, Mr. Macron talked with the two leaders by phone and helped to delicately stitch a rapprochement, according to advisers to both men.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cMacron is absolutely using his ability to get a hearing from Trump in order to help improve Zelensky\u2019s position,\u201d Ms. Momtaz said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In recent months, the pace and content of conversations between Mr. Zelensky and Mr. Macron have changed, said two diplomats close to Mr. Macron who insisted on anonymity in line with French political practice.
