Many Latin American governments also want to keep Beijing onside \u2014 chiefly as an economic partner, but for some also as a counterweight to U.S. power, experts said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWhat the people of Latin America and the Caribbean seek are independence and self-determination, not the so-called \u2018new Monroe Doctrine\u2019,\u201d China\u2019s assistant foreign minister, Miao Deyu, told reporters in Beijing on Sunday, <a class=\"css-yywogo\" href=\"https:\/\/en.people.cn\/n3\/2025\/0512\/c90000-20313497.html\" title=\"\" rel=\"noopener\" target=\"_blank\">according to the People\u2019s Daily<\/a>, nodding to President James Monroe\u2019s <a class=\"css-yywogo\" href=\"https:\/\/history.state.gov\/milestones\/1801-1829\/monroe\" title=\"\" rel=\"noopener\" target=\"_blank\">declaration of 1823<\/a>, warning European powers not to interfere in the Americas.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The U.S. secretary of state, Marco Rubio, <a class=\"css-yywogo\" href=\"https:\/\/www.miamiherald.com\/opinion\/op-ed\/article303041969.html\" title=\"\" rel=\"noopener\" target=\"_blank\">has said that<\/a> the Trump administration will be \u201cputting our region, the Americas, first,\u201d and Mr. Rubio\u2019s first <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/02\/01\/world\/americas\/rubio-central-america-visit.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">overseas trip as secretary<\/a> was to Panama, Guatemala and other countries in the region. But Mr. Trump\u2019s sweeping tariffs and threats to take over the Panama Canal have unsettled leaders in Latin America, especially in countries already wary of Washington.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Even if Mr. Trump is not singled out by name in official statements from Mr. Xi\u2019s meetings with Mr. Lula, and possibly other Latin American officials, the implication will be clear.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cLula sees China as a partner in rebalancing global power, not just a trade partner but a geopolitical counterweight to U.S. hegemony,\u201d said <a class=\"css-yywogo\" href=\"https:\/\/www.matiasspektor.com\/\" title=\"\" rel=\"noopener\" target=\"_blank\">Matias Spektor<\/a>, a professor of politics and international relations at Funda\u00e7\u00e3o Getulio Vargas, a Brazilian university. \u201cLula\u2019s strategy is clear: diversify Brazil\u2019s alliances, reduce dependency on Washington, and assert Brazil as a mover and shaker in an increasingly multipolar world.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Still, behind closed doors, China\u2019s talks with Mr. Lula and other Latin American and Caribbean leaders are unlikely to be just about mutual admiration. Mr. Lula is the most prominent of the leaders assembling in Beijing for <a class=\"css-yywogo\" href=\"https:\/\/www.mfa.gov.cn\/eng\/xw\/wsrc\/202505\/t20250511_11618772.html\" title=\"\" rel=\"noopener\" target=\"_blank\">a meeting on Tuesday<\/a> between Chinese officials and ministers from the Community of Latin American and Caribbean States, or CELAC, a group that does not include the United States or Canada.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Colombia\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/live\/2022\/06\/19\/world\/colombia-election-results\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">recently elected president<\/a>, Gustavo Petro, a leftist former rebel, will also attend, Chinese <a class=\"css-yywogo\" href=\"https:\/\/x.com\/CGTNOfficial\/status\/1921767066924703821\" title=\"\" rel=\"noopener\" target=\"_blank\">media reported<\/a>. But it was unclear who else was attending, and such meetings with China are usually attended by foreign ministers and other government officials.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-2\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Over the past two decades, China became a prodigious purchaser of minerals and other resources from Brazil, Peru, Chile and other Latin American customers. Chinese products including cars and appliances have filled markets in the region, and Chinese investments have funded bridges, dams and ports. Brazil and other big commodities exporters are, in part, hoping to repeat what happened in Mr. Trump\u2019s first term, when China purchased more soybeans, iron ore and other products from Latin America in the face of U.S. tariffs.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-3\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Last year, trade in goods between China and Latin America <a class=\"css-yywogo\" href=\"http:\/\/www.customs.gov.cn\/customs\/302249\/zfxxgk\/2799825\/302274\/302275\/6312783\/index.html\" title=\"\" rel=\"noopener\" target=\"_blank\">reached nearly $519 billion<\/a>, about double the <a class=\"css-yywogo\" href=\"http:\/\/www.customs.gov.cn\/customs\/302249\/zfxxgk\/2799825\/302274\/302277\/302276\/310279\/index.html\" title=\"\" rel=\"noopener\" target=\"_blank\">value of a decade ago<\/a>, according to Chinese customs statistics<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Lula has, for all his friendliness to Beijing, <a class=\"css-yywogo\" href=\"https:\/\/dialogo-americas.com\/articles\/the-chinese-threat-to-brazils-steel-and-fiber-optic-industries\/\" title=\"\" rel=\"noopener\" target=\"_blank\">increased tariffs<\/a> on iron, steel and fiber optic cable, products that mostly come from China. Countries across Latin America are \u201chugely concerned\u201d that Chinese exporters shut out of the U.S. market will divert cheap goods there, swamping local manufacturers, said <a class=\"css-yywogo\" href=\"https:\/\/www.csis.org\/people\/ryan-c-berg\" title=\"\" rel=\"noopener\" target=\"_blank\">Ryan Berg<\/a>, the director of the Americas Program at the Center for Strategic and International Studies in Washington.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThese are countries that have a history of protectionism already and are interested in protecting local jobs and local industries,\u201d Mr. Berg said in an interview. \u201cEven though many countries like Brazil have good relationships with China, they have nevertheless moved almost in parallel with the United States to protect certain industries out of fear that they could become dumping grounds for, say, Chinese steel and aluminum.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mexico, the second-biggest Latin American economy after Brazil, has so far taken a more cautious approach to courting China, reflecting its much larger trade ties with the United States, said <a class=\"css-yywogo\" href=\"https:\/\/www.rienner.com\/title\/Latin_America_China_and_Great_Power_Competition_New_Triangular_Relationships\" title=\"\" rel=\"noopener\" target=\"_blank\">Enrique Dussel Peters<\/a>, a professor of economics at the National Autonomous University of Mexico.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-4\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Indeed, Mexico\u2019s diplomatic caution belies a trade relationship in which China is making huge inroads. Fueled largely by <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/12\/09\/business\/china-mexico-ev-electric-vehicles.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">a surge in Chinese cars<\/a> on Mexico\u2019s roads, Mexico now accounts for about 2.4 percent of China\u2019s total exports. That places <a class=\"css-yywogo\" href=\"https:\/\/www.europarl.europa.eu\/RegData\/etudes\/BRIE\/2025\/769504\/EPRS_BRI(2025)769504_EN.pdf\" title=\"\" rel=\"noopener\" target=\"_blank\">Mexico ahead of Brazil<\/a>, which has a larger population and absorbs only 1.7 percent of China\u2019s exports, as China\u2019s most important export market in Latin America.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-5\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">\u201cMexican elites and the government are torn in this new triangular relationship\u201d with the United States and China, said Professor Dussel Peters, the author of \u201cLatin America, China, and Great Power Competition.\u201d \u201cThis, however, will not be sufficient for Mexico, considering China\u2019s massive presence in Mexico.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Xi has sounded optimistic that he can keep Mr. Lula and many other major Latin American leaders onside, partly through plain persistence, and partly through continued orders of iron ore, soybeans and other commodities. Mr. Lula has also voiced hopes that China can help Brazil make gains in new technologies, including space and green energy.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">When Mr. Xi traveled to Brazil for a G20 leaders\u2019 summit in November, he added on <a class=\"css-yywogo\" href=\"https:\/\/english.www.gov.cn\/news\/202411\/20\/content_WS673cff07c6d0868f4e8ed359.html\" title=\"\" rel=\"noopener\" target=\"_blank\">a state visit<\/a> there. This year he may do the same when he is expected to visit Rio de Janeiro for <a class=\"css-yywogo\" href=\"https:\/\/www.gov.br\/mre\/en\/contact-us\/press-area\/press-releases\/rio-de-janeiro-chosen-to-host-brics-summit-on-july-620137\" title=\"\" rel=\"noopener\" target=\"_blank\">a summit in July<\/a> of the BRICS group of developing countries that was founded by Brazil, Russia, India and China.
