It would be used as foundation material and covered with topsoil thick enough to keep radiation at negligible levels.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Officials said they hoped the gesture by the prime minister, Shigeru Ishiba, would convince other locations that accepting quantities of the soil would not pose a risk to public health or the environment.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThe government will take the lead in setting an example, and we will do so at the prime minister\u2019s office,\u201d the chief cabinet secretary, Yoshimasa Hayashi, said at a meeting held to discuss the issue.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Fukushima Daiichi plant released large quantities of radiation into the atmosphere after it was struck by a powerful <a href=\"https:\/\/www.theguardian.com\/world\/japan-earthquake-and-tsunami\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:earthquake and tsunami;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">earthquake and tsunami<\/a> on 11 March 2011. The disaster knocked out the facility\u2019s backup power supply, sending three of its reactors into meltdown.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Although most of neighbourhoods that were <a href=\"https:\/\/www.theguardian.com\/world\/2019\/mar\/10\/fukushima-eight-years-on-evacuees-come-home\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:evacuated;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">evacuated<\/a> after the disaster have been declared safe, many residents are <a href=\"https:\/\/www.theguardian.com\/environment\/2015\/oct\/12\/safe-at-last-view-from-naraha-the-first-fukushima-community-declared-fit-for-humans\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:reluctant to return;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">reluctant to return<\/a>. Some are concerned about the potential health effects \u2013 <a href=\"https:\/\/www.theguardian.com\/world\/2014\/mar\/09\/fukushima-children-debate-thyroid-cancer-japan-disaster-nuclear-radiation\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:particularly on children;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">particularly on children<\/a> \u2013 of living in former no-go zones, while others have built new lives elsewhere.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Work to remove 880 tonnes of highly dangerous damaged fuel from reactor containment vessels has barely begun. So far, specially designed devices have successfully retrieved two tiny samples of fuel, but removing all of it is expected to take decades and cost trillions of yen.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The plant\u2019s operator, Tokyo Electric Power, has also had to contend with huge quantities of water that becomes contaminated when it is used to cool the damaged reactors. In 2023, the utility <a href=\"https:\/\/www.theguardian.com\/environment\/2023\/aug\/24\/they-wont-buy-it-fish-traders-anxious-after-fukushima-wastewater-release\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:started pumping treated water;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">started pumping treated water<\/a> \u2013 with all but one radioactive element removed \u2013 into the Pacific Ocean, triggering an <a href=\"https:\/\/www.theguardian.com\/environment\/2023\/aug\/24\/japan-begins-releasing-fukushima-wastewater-into-pacific-ocean\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:angry response;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">angry response<\/a> from China and South Korea.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The removal of topsoil, trees and other debris from near homes, schools, medical facilities and other public buildings created a stockpile of contaminated waste that now fills a site straddling the towns of Futaba and <a href=\"https:\/\/www.theguardian.com\/world\/2011\/sep\/08\/japan-nuclear-disaster-fukushima-homes\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Okuma;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Okuma<\/a>, located close to the plant. The material does not include any debris from inside Fukushima Daiichi.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In its <a href=\"https:\/\/www.iaea.org\/newscenter\/pressreleases\/japans-fukushima-soil-recycling-and-disposal-plan-meets-safety-standards-iaea-says#:~:text=%E2%80%9CThe%20IAEA%20found%20the%20MOEJ's,%2C%E2%80%9D%20said%20Director%20General%20Grossi.\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:final report;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">final report<\/a> on the recycling and disposal of the soil last year, the International Atomic Energy Agency said the work had been consistent with its safety standards.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But the public is yet to be convinced.
