But before he can contemplate that July milestone, he faces a busy month strewn with political bear traps.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">June has proven a difficult time for successive prime ministers: Theresa May, Boris Johnson and Rishi Sunak all had to contend with deeply unhappy parliamentary parties reeling from heavy local and European election losses.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">While the mood among Labour MPs is nowhere near as mutinous, they too are bruised from a <a href=\"https:\/\/www.yahoo.com\/news\/labour-poll-ratings-plummeted-starmer-080038069.html\" data-ylk=\"slk:difficult set of local election results;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" target=\"_blank\" rel=\"noopener nofollow\">difficult set of local election results<\/a> in England in May and the surge of Reform UK. \u201cThere is more than the usual amount of grumbling and discontent,\u201d a government source said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">One unexpected ray of light was the result of the Holyrood byelection in <a href=\"https:\/\/www.yahoo.com\/news\/scottish-labour-win-pivotal-holyrood-003321350.html\" data-ylk=\"slk:Hamilton, Larkhall and Stonehouse;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" target=\"_blank\" rel=\"noopener nofollow\">Hamilton, Larkhall and Stonehouse<\/a> on Friday. Labour secured a surprise victory, knocking the Scottish National party into second place and restoring some hope in Labour\u2019s fortunes ahead of next year\u2019s Holyrood elections. One MP said the result was \u201chumiliating\u201d for the SNP.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It is certainly a welcome win for Downing Street as Labour MPs brace for more bad news and a series of contentious debates this month. \u201cThey know that the spending review is going to be really hard,\u201d a government source said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The spending review on 11 June, which will set out multi-year departmental budgets after months of <a href=\"https:\/\/www.yahoo.com\/news\/reeves-standoff-ministers-over-proposed-180923987.html\" data-ylk=\"slk:tense negotiations;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" target=\"_blank\" rel=\"noopener nofollow\">tense negotiations<\/a> between the Treasury and cabinet ministers, will be a make-or-break moment for Starmer and his chancellor, Rachel Reeves.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Downing Street is trying to grasp the nettle by putting <a href=\"https:\/\/www.yahoo.com\/news\/reeves-champion-113bn-capital-investment-060050130.html\" data-ylk=\"slk:plans for capital investment;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" target=\"_blank\" rel=\"noopener nofollow\">plans for capital investment<\/a> in underserved parts of the country at the <a href=\"https:\/\/www.yahoo.com\/news\/rachel-reeves-looks-spending-review-230049899.html\" data-ylk=\"slk:centre of the narrative;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" target=\"_blank\" rel=\"noopener nofollow\">centre of the narrative<\/a>. But government strategists are braced for a wave of discontent once the data tables are published revealing <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2025\/jun\/06\/rachel-reeves-spending-review-government-britain\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:cuts across unprotected departments;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">cuts across unprotected departments<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The most highly anticipated parliamentary moment is the first Commons vote on the government\u2019s welfare measures, including deep cuts to disability benefits. Labour whips are seeking to minimise the size of the rebellion after <a href=\"https:\/\/www.yahoo.com\/news\/disability-benefit-cuts-impossible-support-130537462.html\" data-ylk=\"slk:dozens of MPs signed a letter;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" target=\"_blank\" rel=\"noopener nofollow\">dozens of MPs signed a letter<\/a> saying they found the proposals impossible to support. Officials say the vote will take place in the second half of June and have repeatedly denied rumours that it could be delayed to the autumn.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Officials have also pencilled in the publication of a number of government strategies and reviews that have the potential to draw backlash. The delayed <a href=\"https:\/\/www.theguardian.com\/uk-news\/2025\/apr\/13\/uk-could-target-parts-of-chinese-state-under-new-foreign-influence-rules\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:China audit;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">China audit<\/a>, which fulfils a Labour manifesto commitment to appraise China\u2019s role in UK supply chains and what challenges and opportunities that poses, is due this month.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Downing Street is sensitive to criticism over its rapprochement with Beijing, which will come under scrutiny as a number of Chinese ministers and officials arrive in the UK on official trips this month. One question relates to China\u2019s place in the <a href=\"https:\/\/www.theguardian.com\/uk-news\/2025\/apr\/13\/uk-could-target-parts-of-chinese-state-under-new-foreign-influence-rules\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:foreign influence registration scheme;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">foreign influence registration scheme<\/a>, which remains unresolved amid long-running tensions between the Treasury and the Home Office.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The government also plans to publish its <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/feb\/12\/labour-postpones-long-awaited-industrial-strategy\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:industrial strategy;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">industrial strategy<\/a> this month. Strategists see this document as key to Labour\u2019s political fightback against Nigel Farage and want to use it to build the narrative of drumming up investment after the spending review, including in defence.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In the spring there were murmurings among business figures and government insiders who feared the document would be underwhelming and that Jonathan Reynolds, the business secretary, had been too busy negotiating a succession of trade deals with the US, EU and India. Ministers have been warned that the strategy must set out a plan to <a href=\"https:\/\/www.yahoo.com\/news\/high-electricity-bill-taxes-holding-050033930.html\" data-ylk=\"slk:reduce the UK\u2019s high energy costs;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" target=\"_blank\" rel=\"noopener nofollow\">reduce the UK\u2019s high energy costs<\/a> for companies, on the basis that these are a major obstacle to growth.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Finally, the government\u2019s 10-year plan for the NHS in England is expected either in late June or in July, and is also considered key to Labour\u2019s electoral prospects. It is expected to set out <a href=\"https:\/\/www.theguardian.com\/society\/2024\/oct\/21\/wes-streeting-unveils-plans-for-patient-passports-to-hold-all-medical-records\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:plans to improve the NHS app;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">plans to improve the NHS app<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In the Commons there are three crunch votes expected to take place this month. One is over the assisted dying bill sponsored by the Labour backbencher Kim Leadbeater, which seeks to give terminally ill people with less than six months to live the right to end their own lives.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The proposed legislation has opened a <a href=\"https:\/\/www.yahoo.com\/news\/mps-opposed-assisted-dying-criticise-165349314.html\" data-ylk=\"slk:bitter divide in the parliamentary Labour party;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" target=\"_blank\" rel=\"noopener nofollow\">bitter divide in the parliamentary Labour party<\/a> and sparked concerns in Downing Street that arguments over the bill are distracting from the government\u2019s core agenda. Starmer, who in the past has expressed support for changing the law, voted in favour of the bill at its second reading and indicated recently that his position hadn\u2019t changed. The Commons will consider amendments to the bill on 13 June and is expected to vote on it again on 20 June.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Another difficult moral question due to be considered by MPs this month is whether to decriminalise abortion in England and Wales. Several women in recent years have found themselves in the dock for ending their pregnancies outside the strict legal parameters of the Abortion Act 1967. Two Labour backbenchers are <a href=\"https:\/\/www.yahoo.com\/news\/mps-set-vote-decriminalisation-abortion-125013727.html\" data-ylk=\"slk:putting forward amendments;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" target=\"_blank\" rel=\"noopener nofollow\">putting forward amendments<\/a> to the crime and policing bill, which is due to return to the Commons in a fortnight.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThere\u2019s lots of little bumps in the road \u2013 it\u2019s quite an important few weeks,\u201d a Labour source said. The upside for Starmer is that if he succeeds in overcoming this series of hurdles fairly smoothly, the mood in government and the PLP will start to improve before summer recess.
