Austin III, said on Tuesday, finally bringing a powerful new weapon to the battlefield in a bid to help Ukraine advance in its slow-moving counteroffensive against Russia.<\/p>\n<p>Speaking to 50 defense ministers and other top officials assembled in Ramstein, Germany, for the 15th meeting of what is known as the Ukraine Defense Contract Group, Mr. Austin also reiterated that the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/08\/24\/world\/europe\/us-ukraine-f16-jets-training.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">United States would train Ukraine\u2019s pilots<\/a> on F-16 warplanes, and urged allies to move faster to provide air defense and produce ammunition that Kyiv\u2019s forces desperately needed on the battlefield.<\/p>\n<p>Ukraine\u2019s key needs right now are air defense, ammunition, 155-millimeter artillery rounds and mechanized armor, Mr. Austin said, and he asked the contact group to \u201cdig deep.\u201d <\/p>\n<div>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">He repeated British estimates that Russian attacks on Ukraine\u2019s ports and storage facilities have so far <a class=\"css-yywogo\" href=\"https:\/\/www.bbc.com\/news\/world-europe-66781487\" title=\"\" rel=\"noopener\" target=\"_blank\">destroyed 280,000 tons of grain<\/a>, which he said was enough to feed 10.5 million people for one year.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Ukraine has been eagerly anticipating the arrival of the M1 Abrams tanks since the Biden administration <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/01\/24\/us\/politics\/biden-administration-tanks-ukraine.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">agreed in January to donate 31<span class=\"css-8l6xbc evw5hdy0\">  <\/span>of them<\/a>, especially as Ukraine\u2019s forces <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/08\/28\/world\/europe\/ukraine-robotyne-russia-counteroffensive.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">begin to penetrate minefields<\/a> and other obstacles. <\/p>\n<figure class=\"img-sz-medium css-d754w4 e1g7ppur0\" aria-label=\"media\" role=\"group\"><figcaption class=\"css-gbc9ki ewdxa0s0\"><span aria-hidden=\"false\" class=\"css-jevhma e13ogyst0\">Defense Secretary Lloyd J. American troops have been training Ukrainian crews on the sophisticated tanks in 12-week stints since spring, but the tanks had not yet been delivered as of Monday, a senior U.S. military official said.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The official said that some of the tanks would reach Ukraine within days. The rest would be delivered in the coming weeks, said the official, who spoke on condition of anonymity to discuss details that have not been formally announced.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">They will be a much-welcomed but small addition to a ground war that so far has chewed up at least 648 of Ukraine\u2019s tanks \u2014 including at least 17 manufactured in the West, according to Oryx, <a class=\"css-yywogo\" href=\"https:\/\/www.oryxspioenkop.com\/2022\/02\/attack-on-europe-documenting-ukrainian.html\" title=\"\" rel=\"noopener\" target=\"_blank\">a military analysis site<\/a> that counts only losses it has visually confirmed.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Over the last six months, several European countries have sent dozens of German-made Leopard battle tanks to Ukraine, and Britain delivered at least 14 of its Challenger 2 tanks in the spring.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Ukraine had previously said it needed at least 300 tanks from Western benefactors, but it has so far received only about half of that number, said Col. Markus Reisner, who is closely monitoring the war at Austria\u2019s main military training academy.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">By comparison, officials have estimated that Russia is <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/13\/us\/politics\/russia-sanctions-missile-production.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">manufacturing about 200 tanks each year<\/a>.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cThat is the problem,\u201d Colonel Reisner said this week. \u201cEither the West delivers or it will be tricky.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Austin said allies had so far sent Ukraine about $76 billion in weapons and other security assistance since the start of Russia\u2019s full-fledged invasion of Ukraine in February 2022. He urged nations to continue delivering support to Ukraine beyond the current counteroffensive.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">His message may fail to resonate inside his own country, as a growing number of Republican officials in the United States have <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/interactive\/2023\/08\/18\/us\/politics\/republican-candidates-2024-ukraine.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">vowed to cut military aid<\/a> to Ukraine if a Republican wins next year\u2019s presidential election.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Gen. Mark A. Milley, chairman of the Joint Chiefs of Staff, said that Washington believed that \u201cthere\u2019s about a couple of hundred thousand Russian troops that remain in Russian-occupied Ukraine,\u201d though later he spoke of \u201ctwo or three hundred thousand Russian troops who are still there.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The bulk of those troops were mobilized last fall and are poorly trained and poorly led, he said. \u201cBut they\u2019re there.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">He agreed with Mr. Austin\u2019s assessment that \u201cUkraine\u2019s counteroffensive continues to make steady, forward progress, and brave Ukrainian troops are breaking through the heavily fortified lines of Russia\u2019s army of aggression,\u201d adding: \u201cBut Ukraine\u2019s recent gains also hinge on the crucial capabilities provided by the members of this contact group,. And our shared commitment will be vital during the current battles, and for the long road ahead.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">It was the last such meeting for General Milley, who is retiring. He gave an impassioned response at the concluding news conference about the importance of Ukraine to the free world and the willingness of Ukrainians to fight until their entire territory is liberated.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cThe Ukrainian people are gonna fight,\u201d he said. \u201cI think that Russia has made one of the greatest strategic errors Russia has ever made.
