The timing of the development and Embal\u00f3\u2019s connection to the new government figures have <a href=\"https:\/\/www.nytimes.com\/2025\/11\/27\/world\/africa\/guinea-bissau-coup.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:led domestic opposition groups;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">led domestic opposition groups<\/a> and <a href=\"https:\/\/www.bbc.com\/news\/articles\/cz0nlxlr87go\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:some West African political leaders;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">some West African political leaders<\/a> to claim the coup was staged to facilitate Embal\u00f3\u2019s continued rule by proxy.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Whatever the veracity of such claims, the events point to both a deepening regional crisis of democracy and the inability of Guinea-Bissau to escape its coup-prone history. Indeed, as a <a href=\"https:\/\/www.cmu.edu\/cmist\/about-us\/people\/faculty\/john-chin.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:scholar who has compiled and updated;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">scholar who has compiled and updated<\/a> a <a href=\"https:\/\/www.johnjchin.com\/colpus\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:dataset of coup types;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">dataset of coup types<\/a> and documented their <a href=\"https:\/\/www.bloomsbury.com\/us\/historical-dictionary-of-modern-coups-d%C3%A9tat-9798216310266\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:history in Guinea-Bissau;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">history in Guinea-Bissau<\/a> since its independence from Portugal in 1974, I believe the country is caught in a classic <a href=\"https:\/\/www.cambridge.org\/core\/journals\/world-politics\/article\/abs\/poverty-the-coup-trap-and-the-seizure-of-executive-power\/2D6EC35637250DDD2C5B9F9489A823D8\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:coup trap;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">coup trap<\/a> whereby poverty and coups d\u2019etat are mutually reinforcing.<\/p>\n<h2 class=\"mb-4 text-xl font-bold md:text-2xl\">The Sahel coup belt keeps expanding<\/h2>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The events in Guinea-Bissau reflect a <a href=\"https:\/\/www.reuters.com\/world\/an-epidemic-coups-un-chief-laments-urging-security-council-act-2021-10-26\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:so-called polycrisis for countries in and around the Sahel belt;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">so-called polycrisis for countries in and around the Sahel belt<\/a>, sandwiched between North Africa and sub-Saharan Africa. This region has, since 2020, become the <a href=\"https:\/\/thesoufancenter.org\/intelbrief-2025-may-1\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:global epicenter of both terrorism;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">global epicenter of both terrorism<\/a> and coups \u2013 so much so that it is <a href=\"https:\/\/doi.org\/10.1080\/00396338.2025.2508086\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:sometimes dubbed the Sahel \u201ccoup belt\u201d;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">sometimes dubbed the Sahel \u201ccoup belt\u201d<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The events in Guinea-Bissau, which is located just south of the Sahel region, represent the 11th successful coup in Africa since 2020 \u2013 and the second successful one in 2025 after the military <a href=\"https:\/\/theconversation.com\/madagascars-military-power-grab-shows-africas-coup-problem-isnt-restricted-to-the-sahel-region-267581\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:takeover in Madagascar;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">takeover in Madagascar<\/a> in October following a <a href=\"https:\/\/www.theguardian.com\/world\/2025\/oct\/17\/gen-z-victory-young-protesters-toppled-madagascar-leader\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:wave of Gen Z protests;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">wave of Gen Z protests<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Indeed, nearly three-quarters of all coup attempts in the world since 2020 have taken place in West Africa or the Sahel. The region accounts for an even higher share of successful coups since 2020. This unprecedented cluster of coups comes in a region that accounts for <a href=\"https:\/\/worldpopulationreview.com\/country-rankings\/sahel-countries\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:less than 10% of both Africa\u2019s population;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">less than 10% of both Africa\u2019s population <\/a> and the number of states in the world.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Sahel region is responsible for around 75% of recent coups<\/p>\n<figure class=\"relative mb-4\">\n<div class=\"relative\"><button aria-label=\"View larger image\" class=\"group absolute bottom-3 right-3 size-10 md:size-[50px] lg:inset-0 lg:size-full lg:bg-transparent\" data-ylk=\"elm:expand;itc:1;sec:image-lightbox;slk:lightbox-open;\"><span class=\"absolute bottom-0 right-0 rounded-full bg-white p-3 opacity-100 shadow-elevation-3 transition-opacity duration-300 group-hover:block group-hover:opacity-100 md:p-[17px] lg:bottom-6 lg:right-6 lg:bg-white\/90 lg:p-5 lg:opacity-0 lg:shadow-none\"><svg viewbox=\"0 0 22 22\" aria-hidden=\"true\" class=\"size-4 lg:size-6\" width=\"22\" height=\"22\"><path d=\"M12.372.92c0-.506.41-.916.915-.916L21 0l-.004 7.712a.917.917 0 0 1-1.832 0V3.183l-6.827 6.828-1.349-1.348 6.828-6.828h-4.529a.915.915 0 0 1-.915-.915M1.835 17.816l6.828-6.828 1.349 1.349-6.829 6.827h4.529a.915.915 0 0 1 0 1.831L0 21l.004-7.713a.916.916 0 0 1 1.831 0z\"\/><\/svg><\/span><\/button><dialog aria-label=\"Modal Dialog\" aria-modal=\"true\" class=\"fixed inset-0 z-4 size-full max-h-none max-w-none bg-white hidden\"\/><\/div><figcaption class=\"relative text-sm mt-1 pr-2.5\"\/><\/figure>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">There have been many reasons <a href=\"https:\/\/www.frontiersin.org\/journals\/political-science\/articles\/10.3389\/fpos.2023.1077945\/full\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:for the various coups in the Sahel since 2020;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">for the various coups in the Sahel since 2020<\/a>. Takeovers in Mali, Burkina Faso and Niger, for example, were driven in part by <a href=\"https:\/\/acleddata.com\/region\/conflict-sahel\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:growing terrorist insurgencies;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">growing terrorist insurgencies<\/a>, <a href=\"https:\/\/africacenter.org\/spotlight\/mapping-a-surge-of-disinformation-in-africa\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Russian disinformation;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Russian disinformation<\/a> and <a href=\"https:\/\/www.clingendael.org\/publication\/twilight-french-influence-sahel\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:rising anti-French sentiment;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">rising anti-French sentiment<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">By contrast, <a href=\"https:\/\/acleddata.com\/conflict-data\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:data from the conflict monitoring organization Armed Conflict Location and Event Data, or ACLED;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">data from the conflict monitoring organization Armed Conflict Location and Event Data, or ACLED<\/a>, shows very little conflict or protest in Guinea-Bissau leading up to the coup. Instead, events appear to lie in political opportunism in the wake of an election marred by <a href=\"https:\/\/theconversation.com\/guinea-bissaus-presidential-poll-has-already-failed-the-credibility-test-269461\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:flaws and allegations of illegitimacy;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">flaws and allegations of illegitimacy<\/a>.<\/p>\n<h2 class=\"mb-4 text-xl font-bold md:text-2xl\">Guinea-Bissau\u2019s \u2018coup trap\u2019<\/h2>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Before the latest military takeover, Guinea-Bissau was already the fourth-most coup-prone state in sub-Saharan Africa, having <a href=\"https:\/\/www.reuters.com\/world\/africa\/guinea-bissaus-history-coups-instability-2025-11-27\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:suffered five failed coup attempts and three successful ones;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">suffered five failed coup attempts and three successful ones<\/a> since 1974. Coups toppled the single-party regime of the African Party for the Independence of Guinea and Cape Verde in 1980, the authoritarian regime of Kumba Yala in 2003 and overthrew democracy and installed an indirect military regime in 2012. Meanwhile, a failed coup attempt in 1998 sparked the <a href=\"https:\/\/www.peaceagreements.org\/conflict\/86\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:country\u2019s only civil war;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">country\u2019s only civil war<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Since 2020, Guinea-Bissau had suffered one bona fide <a href=\"https:\/\/www.frontiersin.org\/journals\/political-science\/articles\/10.3389\/fpos.2023.1077945\/full\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:coup attempt, in February 2022;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">coup attempt, in February 2022<\/a>, in addition to a mutiny in late 2022 that Embal\u00f3 condemned as a coup attempt. The coup of November 2025 was itself foreshadowed by an alleged coup plot that was revealed at the end of October, when a number of <a href=\"https:\/\/www.reuters.com\/world\/africa\/senior-officers-arrested-guinea-bissau-alleged-coup-attempt-2025-10-31\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:senior officers were arrested;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">senior officers were arrested<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">All of that suggests a feature of this type of instability: Coups beget more coups. In fact, seven of the nine nations that have suffered successful coups since 2020 had already suffered a successful coup within the previous 20 years.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">And whereas nearly 30% of nations with coups since 2005 suffered a coup again between 2020 and 2025, states that lacked a recent coup history \u2013 even poor countries in Africa \u2013 were much less likely to suffer a coup after 2020.<\/p>\n<figure class=\"relative mb-4\">\n<div class=\"relative\"><img alt=\"\" loading=\"lazy\" width=\"960\" height=\"1111\" decoding=\"async\" data-nimg=\"1\" class=\"rounded-lg\" style=\"color:transparent\" src=\"https:\/\/s.yimg.com\/ny\/api\/res\/1.2\/JzEKyKPSWqAv8Un0E.hV3A--\/YXBwaWQ9aGlnaGxhbmRlcjt3PTk2MDtoPTExMTE7Y2Y9d2VicA--\/https:\/\/media.zenfs.com\/en\/the_conversation_us_articles_815\/ab54e96734d2154a4f95d40552c74043\"\/><button aria-label=\"View larger image\" class=\"group absolute bottom-3 right-3 size-10 md:size-[50px] lg:inset-0 lg:size-full lg:bg-transparent\" data-ylk=\"elm:expand;itc:1;sec:image-lightbox;slk:lightbox-open;\"><span class=\"absolute bottom-0 right-0 rounded-full bg-white p-3 opacity-100 shadow-elevation-3 transition-opacity duration-300 group-hover:block group-hover:opacity-100 md:p-[17px] lg:bottom-6 lg:right-6 lg:bg-white\/90 lg:p-5 lg:opacity-0 lg:shadow-none\"><svg viewbox=\"0 0 22 22\" aria-hidden=\"true\" class=\"size-4 lg:size-6\" width=\"22\" height=\"22\"><path d=\"M12.372.92c0-.506.41-.916.915-.916L21 0l-.004 7.712a.917.917 0 0 1-1.832 0V3.183l-6.827 6.828-1.349-1.348 6.828-6.828h-4.529a.915.915 0 0 1-.915-.915M1.835 17.816l6.828-6.828 1.349 1.349-6.829 6.827h4.529a.915.915 0 0 1 0 1.831L0 21l.004-7.713a.916.916 0 0 1 1.831 0z\"\/><\/svg><\/span><\/button><dialog aria-label=\"Modal Dialog\" aria-modal=\"true\" class=\"fixed inset-0 z-4 size-full max-h-none max-w-none bg-white hidden\"\/><\/div>\n<\/figure>\n<h2 class=\"mb-4 text-xl font-bold md:text-2xl\">Coup as a feature, not a bug<\/h2>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Following the 2022 coup attempt in Guinea-Bissau, Embal\u00f3 had <a href=\"https:\/\/www.cambridge.org\/core\/journals\/british-journal-of-political-science\/article\/rush-to-personalize-power-concentration-after-failed-coups-in-dictatorships\/C0828C76D7C2EAE1EAC912F929E62EC3\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:moved to consolidate;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">moved to consolidate<\/a> the government under his leadership and reduce constraints on the executive. Indeed, data on <a href=\"https:\/\/academic.oup.com\/isq\/article\/66\/3\/sqac041\/6650519\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:three key dimensions of democracy;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">three key dimensions of democracy<\/a> shows that electoral contestation, voter participation and executive constraints have all declined significantly in Guinea-Bissau since.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The <a href=\"https:\/\/www.v-dem.net\/documents\/60\/V-dem-dr__2025_lowres.pdf\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Varieties of Democracy project;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Varieties of Democracy project<\/a>, which surveys experts to measure different levels of democracy, declared in 2022 that Guinea-Bissau had become an \u201c<a href=\"https:\/\/doi.org\/10.1080\/13510347.2025.2476183\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:electoral autocracy;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">electoral autocracy<\/a>\u201d \u2013 a term to denote governments that are elected through unfair and fraudulent means and go on to rule in an authoritarian manner.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The nation has continued to <a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/00223433231168192\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:slide into autocracy;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">slide into autocracy<\/a> since then.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Embal\u00f3 used an alleged coup plot in December 2023 as a pretext to <a href=\"https:\/\/www.reuters.com\/world\/africa\/guinea-bissaus-president-embalo-dissolves-parliament-citing-corruption-2022-05-16\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:dissolve the opposition-dominated legislature;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">dissolve the opposition-dominated legislature<\/a>. The country has not had a sitting legislature since.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Earlier in 2025, Embal\u00f3 <a href=\"https:\/\/www.africanews.com\/2025\/09\/05\/guinea-bissau-embalo-clings-to-presidency-despite-end-of-term\/\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:went back on his promise;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">went back on his promise<\/a> to step down at the end of his first term and instead announced he was <a href=\"https:\/\/www.reuters.com\/world\/africa\/guinea-bissau-president-run-second-term-backtracking-vow-step-down-2025-03-04\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:running for a second term;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">running for a second term<\/a>. Given that Embal\u00f3 had <a href=\"https:\/\/www.france24.com\/en\/africa\/20251123-guinea-bissau-heads-to-polls-as-president-embalo-seeks-second-term\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:barred the main opposition;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">barred the main opposition<\/a> party from running, many feared he might try to steal the election, if necessary, much like <a href=\"https:\/\/theloop.ecpr.eu\/re-electing-cameroons-forever-president\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Paul Biya is alleged to have done in nearby Cameroon;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Paul Biya is alleged to have done in nearby Cameroon<\/a> in October 2025.<\/p>\n<h2 class=\"mb-4 text-xl font-bold md:text-2xl\">Not a \u2018good coup,\u2018 but a \u2018veto coup\u2019<\/h2>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">When asked about recent coups in Africa, Rwandan President <a href=\"https:\/\/en.igihe.com\/spip.php?page=mv2_article&amp;id_article=56402\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Paul Kagame;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Paul Kagame<\/a> insisted that some coups \u2013 those that oppose corruption and bad governance \u2013 are \u201cgood coups.\u201d Though scholars have <a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/2053168016630837\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:debated how frequent;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">debated how frequent<\/a> so-called <a href=\"https:\/\/doi.org\/10.1111\/fpa.12046\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:good coups;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">good coups<\/a> have been in Africa, there is little doubt that the recent case better fits the classic pattern of a so-called \u201cveto coup,\u201d meant to prevent the winner of the election from taking office.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Indeed, the presence of prominent Embal\u00f3 allies in the interim Guinea-Bissau government lends credence to opposition cries of foul play.
