Growth in sub-Saharan Africa is <a href=\"https:\/\/www.worldbank.org\/en\/publication\/global-economic-prospects\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:expected to accelerate this year and next;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">expected to accelerate this year and next<\/a>, fiscal revenues have improved across much of the region, and many countries are set to benefit from high commodity prices.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">That\u2019s the good news. But dig a little deeper, and more troubling details emerge: Economic expansion isn\u2019t keeping pace with population growth, and the gap in living standards with the rest of the world looks set to grow. The region is already home to more than 70% of the world\u2019s people living in extreme poverty, and the projected growth of real per capita incomes is lower than in other emerging markets.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">This is all very familiar. It reminds me of the optimism around the Africa Rising narrative \u2014 a loose theory, <a href=\"https:\/\/www.economist.com\/leaders\/2011\/12\/03\/africa-rising\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:coined in the early 2010s;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">coined in the early 2010s<\/a>, which I, like many others, <a href=\"https:\/\/www.bbc.co.uk\/news\/world-africa-22847118\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:wrote about at the time;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">wrote about at the time<\/a>. It predicted that the combination of higher government revenues and rapid population growth could translate into a broader distribution of wealth that would expand the middle class in many countries.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Instead, the commodity supercycle ended, the richest people in the continent\u2019s biggest economies became more wealthy, while many young people found themselves struggling to find work. South Africa, <a href=\"https:\/\/www.wits.ac.za\/news\/latest-news\/opinion\/2023\/2023-09\/south-africa-cant-crack-the-inequality-curse-why-and-what-can-be-done.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:one of the world\u2019s most unequal societies;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">one of the world\u2019s most unequal societies<\/a>, is a classic example of this problem.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">This lack of job creation has very real consequences beyond economics. Political unrest in a number of countries last year \u2014 including Kenya and Madagascar \u2014 was driven by a lack of opportunities for young people.
