These show they are preparing for war,&#8221; adds the August 29 post, written in simplified Chinese.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Another baseless post <a data-ylk=\"slk:shared on X;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/perma.cc\/48P8-QWPP\" rel=\"noopener nofollow\" target=\"_blank\">shared on X<\/a> on September 2 suggests the legal changes constitute a direct mobilisation order.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">It says &#8220;everything will be locked down&#8221; once the law takes effect. China also asserts jurisdiction over Taiwan&#8217;s surrounding waters.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">However, while changes to the law expand some of the government&#8217;s powers, an AFP review found many of the stipulations highlighted in the misleading posts already exist in the <a data-ylk=\"slk:original version;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/law.ai.lvpin100.com\/cus\/law\/law-detail\/BF33838E3C124D82B79FE59D7C496960\" rel=\"noopener nofollow\" target=\"_blank\">original version<\/a> ( <a data-ylk=\"slk:archived link;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/perma.cc\/3LWH-ZXL7\" rel=\"noopener nofollow\" target=\"_blank\">archived link<\/a>).<\/p>\n<h2 class=\"mb-4 text-xl font-bold md:text-2xl\">Misrepresented amendments<\/h2>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Chapter IX, Article 49 of the 2010 law states: &#8220;Male citizens aged 18 to 60 and female citizens aged 18 to 55 shall perform national defence duties in accordance with the law.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The same provision is indicated in Chapter IX, Article 58 of the amended legislation.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Moreover, the amended law does not constitute a direct mobilisation order and in fact requires China&#8217;s president to issue one when certain conditions are met.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Chapter II, Article 13 states: &#8220;When the sovereignty, unity, territorial integrity, security, and development interests of the state are threatened, the Standing Committee of the National People&#8217;s Congress shall, in accordance with the Constitution and relevant laws, decide on a nationwide or partial mobilisation.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;The President of the People&#8217;s Republic of China shall issue a mobilisation order based on the decision of the Standing Committee of the National People&#8217;s Congress.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">President Xi Jinping <a data-ylk=\"slk:approved;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"http:\/\/www.mod.gov.cn\/gfbw\/qwfb\/yw_214049\/16481972.html\" rel=\"noopener nofollow\" target=\"_blank\">approved<\/a> the revised law on August 28.
