The president has been frustrated that positive news about the U.S. economy has not seemed to resonate with the public, so on Thursday he took the opportunity to tick through the numbers.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The American economy grew by 4.9 percent last quarter. Unemployment has been under 4 percent for the past 21 months. Inflation has come down by 65 percent \u2014 with \u201cmore to do\u201d to lower it, he said.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cI acknowledge there\u2019s a disconnect between the numbers and how people feel about their place in the world right now,\u201d Mr. Biden said. \u201cWe can deal with the second part as well.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In his remarks, Mr. Biden announced that American businesses had invested $40 billion into APEC economies this year, and he encouraged other leaders to enact labor protections for workers. On Thursday, he signed a presidential memorandum that detailed his administration\u2019s commitment to workers\u2019 rights globally, including plans to use trade enforcement actions to promote labor rights.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The president participated in a planning lunch with leaders from other APEC economies, with topics including job creation, supply chain stability and clean energy. He told the group that \u201cthe impacts of climate change are being felt the most by those countries that contribute the least to the problem, including developing countries.\u201d Later, he promoted investments made under the Indo-Pacific Economic Framework for Prosperity agreement, a pact that aims to strengthen alliances and economic ties among the United States and its allies in East and South Asia.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">One portion of the planned agenda was missing: Earlier this week, the Biden administration pulled back on plans to announce the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/11\/13\/business\/economy\/indo-pacific-trade-delay.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">conclusion of substantial portions<\/a> of a new trade pact after several top Democratic lawmakers threatened to oppose the deal.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Biden joined the summit, a group of 21 economies that surround the Pacific Ocean, one day after a lengthy meeting with Mr. Xi. Besides the military agreement, the two agreed to work to regulate the production of compounds used to make fentanyl, a driver of the U.S. opioid epidemic.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Biden and his advisers say that time will tell if those agreements endure, and the first test came before Mr. Biden left the site of the summit.
