But this year things were different.<\/p>\n<p>Timbuktu has been under blockade by the al-Qaeda affiliated group Jama&#8217;at Nusrat al-Islam wal-Muslimin (JNIM) since late August.<\/p>\n<p>Villages just outside the city have become a battleground between Mali&#8217;s army and the jihadist fighters.<\/p>\n<p>People in Timbuktu have endured months of sporadic access to supplies that would normally come from neighbouring Algeria and Mauritania, with food and petrol prices skyrocketing.<\/p>\n<p>With such volatile security conditions, in a region under siege, why hold the festival this year?<\/p>\n<p>&#8220;It&#8217;s needed more than ever, because it&#8217;s something to help lift people&#8217;s spirits and it brings a lot of support to the local economy,&#8221; says Salaha Maiga, director of the festival and a member of the National Transitional Council, Mali&#8217;s interim parliament appointed after the military seized power in 2021.<\/p>\n<p>The Living Together festival has become a major event here since it was first organised eight years ago with support from the UN mission in Mali, Minusma.<\/p>\n<p>Dozens of traders and local artisans showcase their merchandise on colourful rows of stands, selling everything from traditional ornaments to food.<\/p>\n<p>This year, says Mr Maiga, the fair has brought a much-needed respite to local businesses who have struggled due to the blockade.<\/p>\n<figure class=\"caas-figure\">\n<div class=\"caas-figure-with-pb\" style=\"max-height: 540px\">\n<div>\n<div class=\"caas-img-container caas-img-lightbox caas-img-loader\" style=\"padding-bottom:56%\" data-lightbox-src=\"https:\/\/s.yimg.com\/ny\/api\/res\/1.2\/ejoEIxgNJmYxSTUFcQm1xQ--\/YXBwaWQ9aGlnaGxhbmRlcjt3PTE5NTI7aD0xMDk4\/https:\/\/media.zenfs.com\/en\/bbc_us_articles_995\/7106eaa7f4a593b4b42f5f8504389e5c\"><span class=\"caas-img-wrapper\"><img decoding=\"async\" alt=\"Due to the blockade, some food prices have increased tenfold in the past three months\" src=\"https:\/\/s.yimg.com\/ny\/api\/res\/1.2\/QGB8N5EQtkk09FpvKJkAdA--\/YXBwaWQ9aGlnaGxhbmRlcjt3PTk2MDtoPTU0MA--\/https:\/\/media.zenfs.com\/en\/bbc_us_articles_995\/7106eaa7f4a593b4b42f5f8504389e5c\" class=\"caas-img\"\/><button class=\"link caas-lightbox\" aria-label=\"View larger image\" data-ylk=\"sec:image-lightbox;slk:lightbox-open;elm:expand;itc:1\"><span class=\"openArrows icon\"><svg width=\"22\" height=\"22\" viewbox=\"0 0 22 22\"><path d=\"M12.372 0.92C12.372 0.414 12.782 0.004 13.287 0.004L21 0L20.996 7.712C20.996 8.217 20.586 8.628 20.08 8.628C19.574 8.628 19.164 8.217 19.164 7.712V3.183L12.337 10.011L10.988 8.663L17.816 1.835H13.287C12.782 1.835 12.372 1.425 12.372 0.92ZM1.835 17.816L8.663 10.988L10.012 12.337L3.183 19.164H7.712C8.218 19.164 8.627 19.574 8.627 20.08C8.627 20.586 8.218 20.995 7.712 20.995L0 21L0.004 13.287C0.004 12.782 0.414 12.372 0.92 12.372C1.425 12.372 1.835 12.782 1.835 13.287V17.816Z\"\/><\/svg><\/span><\/button><\/span><\/div>\n<\/div>\n<\/div>\n<p><figcaption class=\"caption-collapse\">Due to the blockade, some food prices have increased 10-fold in the past three months<\/figcaption><\/p>\n<\/figure>\n<p>But the main goal of the festival has always been about fostering dialogue. It brings together members of different communities for debates about a range of topics &#8211; this time, a special focus was on female entrepreneurship.<\/p>\n<p>Music performances were held in the evenings after the blistering day-time heat has subsided, with singers and bands travelling from all over Mali and even neighbouring countries.<\/p>\n<p>Even though Timbuktu has been &#8211; and still is &#8211; under curfew, authorities said they wouldn&#8217;t enforce it for the duration of the event.<\/p>\n<p>&#8220;This year we have an even bigger attendance than in the past,&#8221; Mr Maiga adds, &#8220;because since September there&#8217;s been a stop to normal life.&#8221;<\/p>\n<p>Normality is something Mali&#8217;s military junta desperately wants to project, to reassure a population impoverished by the months of blockade and worried about the increasing number of attacks on civilians.<\/p>\n<p>More than 136,000 people, including nearly 74,000 children, live in the city, according to data from the charity Save The Children.<\/p>\n<p>The UN estimates that at least 33,000 people have been displaced around Timbuktu since the crisis began, but the rate of people fleeing has slowed down after <a href=\"https:\/\/www.bbc.co.uk\/news\/world-africa-66747884?xtor=AL-72-%5Bpartner%5D-%5Byahoo.north.america%5D-%5Blink%5D-%5Bnews%5D-%5Bbizdev%5D-%5Bisapi%5D\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:49 civilians were killed in an attack on a boat;elm:context_link;itc:0\" class=\"link \">49 civilians were killed in an attack on a boat<\/a> while trying to leave the city.<\/p>\n<p>Most recently, on 24 November, an attack in the neighbouring town of Niafunk\u00e9 caused dozens of casualties.<\/p>\n<p>&#8220;We received 29 injured people, so we had to deploy a mass casualty plan,&#8221; says Aissami Abdou, the regional operations coordinator for the medical charity M\u00e9decins Sans Fronti\u00e8res (MSF).<\/p>\n<p>The charity is worried that the continuing blockade is preventing them from helping those in need.<\/p>\n<p>&#8220;We&#8217;ve had to reduce our movements, we&#8217;ve had to reduce the exposure of the team,&#8221; Mr Abdou adds.<\/p>\n<p>&#8220;The second concern is about the access of the population to healthcare structures. It took a huge bet in forcing the UN forces out of the country, claiming they would be able to maintain security,&#8221; says Ulf Laessing, from the Konrad Adenauer Foundation, a German think-tank.<\/p>\n<p>The junta has called in the Wagner Group to help them fight the insurgency, but the Russian mercenaries have been <a href=\"https:\/\/www.bbc.co.uk\/news\/world-africa-66300870?xtor=AL-72-%5Bpartner%5D-%5Byahoo.north.america%5D-%5Blink%5D-%5Bnews%5D-%5Bbizdev%5D-%5Bisapi%5D\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:accused of atrocities;elm:context_link;itc:0\" class=\"link \">accused of atrocities<\/a> and looting.<\/p>\n<p>&#8220;A lot of people who live in areas where Wagner is active, they fear them,&#8221; Mr Laessing says. &#8220;There were even village heads that have asked authorities not to allow Wagner to go on patrols on their own.<\/p>\n<p>&#8220;If civilians get killed or their properties are being looted by Wagner mercenaries, then there&#8217;s a good chance that these people will join jihadists or at least become hostile towards the government.&#8221;<\/p>\n<p>To ensure that the Timbuktu festival took place this year as scheduled, a military plane flew in all the logistical equipment needed and set up a heavy security cordon around and inside the city.<\/p>\n<p>&#8220;Timbuktu is just rather symbolic,&#8221; Mr Laessing explains. &#8220;This festival gives them some kind of legitimacy, it gives a sense of normalcy, that everything is under control, the government doesn&#8217;t need the UN and they&#8217;re able to ensure the wellbeing of citizens.&#8221;<\/p>\n<p>Thanks to the mediation of local community chiefs, the jihadists agreed to ease the blockade of Timbuktu and let food trucks in. For a couple of weeks, optimism returned to the city and flights from the capital Bamako resumed.<\/p>\n<p>But on the first day of the festival, the group issued a statement accusing the army of exploiting the lifting of the blockade and Wagner mercenaries of committing atrocities.<\/p>\n<p>The siege was reinstated.<\/p>\n<p>On that day, I messaged Mr Maiga again to ask him if he still intended to carry on with the festival as planned.
