Their move came after <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/09\/20\/world\/europe\/uk-police-murder-charges-chris-kaba.html\" title=\"\" target=\"_blank\" rel=\"noopener nofollow\">murder charges were filed against a police officer in the killing of Chris Kaba<\/a>, a young Black man who was fatally shot by the police in south London last year.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mark Rowley, the Metropolitan Police commissioner, and other senior police leaders held discussions with the officers over the weekend \u201cto understand their genuinely held concerns,\u201d the police said in a statement. Enough armed officers returned on Monday that assistance from Britain\u2019s Ministry of Defence was no longer needed.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cAs of lunchtime on Monday, the number of officers who had returned to armed duties was sufficient for us to no longer require external assistance to meet our counterterrorism responsibilities,\u201d the police said in the statement.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The episode took place against the backdrop of a reckoning over police violence and accountability around the world. But this dispute underlined the specific challenges facing London\u2019s Metropolitan Police Service, which faces a crisis in public trust, particularly after the rape and murder of Sarah Everard in 2021 by a police officer.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">A wide-ranging <a class=\"css-yywogo\" href=\"https:\/\/www.met.police.uk\/SysSiteAssets\/media\/downloads\/met\/about-us\/baroness-casey-review\/update-march-2023\/baroness-casey-review-march-2023a.pdf\" title=\"\" rel=\"noopener\" target=\"_blank\">government report<\/a> ordered on the heels of that killing concluded that the Metropolitan Police force was plagued by widespread racism and misogyny, and said its response to scandal was characterized by \u201cdenial and obfuscation.\u201d The police force later announced plans for reforms, but critics say change has not come quickly enough.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The BBC earlier <a class=\"css-yywogo\" href=\"https:\/\/www.bbc.co.uk\/news\/uk-66909729\" title=\"\" rel=\"noopener\" target=\"_blank\">reported<\/a> that some 300 armed officers had handed in permits that allowed them to carry weapons, although the police did not confirm this number.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The Metropolitan Police said in its statement that some armed officers had become anxious about the implications of the murder charge against one of their colleagues.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThey are concerned that it signals a shift in the way the decisions they take in the most challenging circumstances will be judged,\u201d the statement said.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Metropolitan Police Service is Britain\u2019s largest force and has responsibility for policing the capital, but also oversees a number of other specialized forces that work across the country.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Unlike with police forces in the United States, most police officers in Britain do not carry guns. Only around 2,500 specialized officers across the service carry firearms, including the MO19 Specialist Firearms Command, and some members of the Aviation, Royalty and Specialist Protection Command, and the Parliamentary and Diplomatic Protection Command.<\/p>\n<div class=\"css-79elbk\" data-testid=\"photoviewer-wrapper\">\n<div data-testid=\"photoviewer-children\" class=\"css-1a48zt4 e11si9ry5\">\n<figure class=\"img-sz-small css-1189og3 e1g7ppur0\" aria-label=\"media\" role=\"group\"><figcaption class=\"css-1ybnr6m ewdxa0s0\"><span aria-hidden=\"false\" class=\"css-jevhma e13ogyst0\">Chris Kaba was fatally shot in his car in London last year.<\/span><span class=\"css-1u46b97 e1z0qqy90\"><span class=\"css-1ly73wi e1tej78p0\">Credit&#8230;<\/span><span><span aria-hidden=\"false\">Inquest, via Associated Press<\/span><\/span><\/span><\/figcaption><\/figure>\n<\/div>\n<\/div>\n<p class=\"css-at9mc1 evys1bk0\">The killing of Mr. Kaba, 24, who was an expectant father, fueled protests in the months after his death last September, and the decision last week by the police force to charge the officer, identified only as NX121, was welcomed by his family.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Now that the officer has been charged, few details can be revealed about the case, but investigators noted that the officer fired a single shot that pierced the car\u2019s windshield and struck Mr. Kaba in the head.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">On Sunday, Suella Braverman, Britain\u2019s home secretary whose office is responsible for overseeing policing nationwide, voiced support for firearms officers and said she had ordered a review into armed policing.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cWe depend on our brave firearms officers to protect us from the most dangerous &amp; violent in society,\u201d she wrote <a class=\"css-yywogo\" href=\"https:\/\/twitter.com\/SuellaBraverman\/status\/1705854919171768585?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Etweet\" title=\"\" rel=\"noopener\" target=\"_blank\">in a statement posted to the social media platform X<\/a>, formerly known as Twitter. \u201cIn the interest of public safety, they have to make split-second decisions under extraordinary pressures.
